It stands on <a href=\"http:\/\/www.wickedlocal.com\/waltham\/town_info\/history\/x1373198278\/Common-Ground-Residents-given-a-tour-of-Waltham-center\">the old site<\/a> of <a href=\"http:\/\/books.google.com\/books?id=_w-n5msDe1gC&#038;lpg=PA53&#038;ots=b7JLdL7zZT&#038;dq=%22Rumford%20Institute%22%20waltham&#038;pg=PA49#v=onepage&#038;q=city%20hall&#038;f=false\">Rumford Hall<\/a>, a building constructed a century earlier, in 1827, to house the <a href=\"http:\/\/books.google.com\/books?id=axEIAAAAQAAJ&#038;pg=PA135#v=onepage&#038;q=&#038;f=false\">Rumford Institute<\/a>.  Founded in <a href=\"http:\/\/www.waltham-community.org\/history.html#1825\">1826<\/a>, the Institute was a lyceum, with lectures and classes in the arts and sciences for the <a href=\"http:\/\/www.library.hbs.edu\/hc\/wes\/indexes\/alpha\/content\/1001956083.html\">female mill workers<\/a> at the <a href=\"http:\/\/en.wikipedia.org\/wiki\/Boston_Manufacturing_Company\">Boston Manufacturing Company<\/a>, which built the Hall.  An early instructor at the Institute was the Unitarian minister and educator, <a href=\"http:\/\/www25.uua.org\/uuhs\/duub\/articles\/bernardwhitman.html\">Bernard Whitman<\/a>.  The institute also established Waltham&#8217;s first circulating library.
